On 19 August 2022, CSASP's Professor Kate Sullivan de Estrada was one of two academic experts invited to speak at the workshop 'Maritime Safety and Security: Ensuring Safe and Secure Seas in the Indian Ocean.' The policy-focused event was hosted by the Mauritius-based Charles Telfair Centre, in collaboration with the Indian Ocean Commission.
The recently released workshop proceedings summarise the discussion, which centred on the growing challenges faced by Indian Ocean States in securing the safety and sustainability of the seas and sought to rethink safe seas in the region. Prof. Sullivan de Estrada's contributions explored those regional and international organisations within the Indian Ocean with safety and security high on their respective agendas; the progress on international cooperation so far; and pathways for international cooperation to evolve to better meet current challenges. She also discussed the growing influence of large military powers in the Indian Ocean Region, including the role of India.
Prof. Sullivan de Estrada was an Oxford Policy Engagement Network (OPEN) Fellow in 2018-2019 during which time she engaged in knowledge exchange with officials at the Indian Ocean Commission to learn about sub-regional, 'local-first' approaches to maritime security in the Western Indian Ocean.
